L'article étudie la controverse qui, à l'été 2016, entoure l'interdiction, de facto, du port du burkini sur les plages par une trentaine de communes françaises. En mobilisant le modèle de Cohen pour analyser les cadrages dont font l'objet les porteuses de burkini, cette étude entend montrer ce qui nous semble distinguer la panique morale d'autres configurations du débat public que sont la controverse, l'affaire ou le scandale : à savoir, le processus de construction du « folk devil » comme archétype social menaçant les conditions mêmes de possibilité du vivre ensemble, qui nous semble constituer l'apport central de StanleyCohen à la sociologie des problèmes publics. Si, dans le cas du burkini, ce processus est largement attribuable à une coalition d'acteurs rassemblant intellectuels médiatiques et professionnels de la politique, l'on ne saurait en faire une lecture purement stratégiste. D'une part, le cadrage des adeptes du burkini comme « folk devil » mobilise un certain nombre de représentations relatives au gouvernement des musulman·e·s dans l'espace public propres au contexte français. D'autre part, le cas du burkini permet de remettre au centre de l'analyse une dimension parfois négligée de la panique morale, à savoir sa topographie. Davantage qu'un élément de contexte, la plage apparaît ici comme un espace-enjeu, contesté, dont la territorialisation et la patrimonialisation participent pleinement du processus de constitution du « folk devil ».

The article takes as a case study the controversy that erupted in France in August 2016 following the de facto ban on burkinis on the beaches of the French riviera. By using Cohen's "moral panic" model in order to analyze how the burkini is being framed in the public debate, it tries to clarify what distinguishes moral panics from other forms of public debates such as controversies, affairs or scandals: namely, the social construction of the "folk devil" as a stereotyped character threatening the very existence of society – a key aspect of the moral panic model that represents, in our view, Cohen's unique contribution to the sociology of social problems. Whereas in the burkini's case, this social construction is mainly the work of media-savvy intellectuals and career politicians, it cannot be limited to a strategic exchange of "coups" between these actors. First, because the construction of women wearing burkinis as "folk devils" owes a lot to preexisting, collective beliefs about the social control of Muslims (and especially Muslim women) in public spaces, that are specific to the French context. Second, because the case of the burkini allows us to focus on an aspect of moral panics too often neglected: namely, places and the different symbols they are endowed with. Cet article retrace la carrière militante de la formule forgée par l'écrivain Renaud Camus, le « grand remplacement », dans le milieu partisan de l'Alternative pour l'Allemagne (AfD), formation émergente représentée au Bundestag depuis 2017. Il montre que si l'appropriation de cette formule permet à ses médiateurs allemands de réinvestir un discours raciste, tout en créant une distance symbolique avec la langue national-socialiste, la carrière de la formule au sein du parti lui-même s'explique avant tout par l'activation de réseaux préconstitués (néo-droitiers, Identitaires), qui ont largement pénétré les réseaux partisans, dans le contexte de luttes intra-partisanes relatives à la définition de la « marque ». Son appropriation y est indissociable d'une entreprise visant à faire de l'AfD une force identitaire, mouvementiste, dans le cadre de conflits ordonnés autour d'un double enjeu : la délimitation des frontières du parti envers les organisations mouvementistes et la définition des normes discursives de l'organisation, particulièrement autour du rapport à la langue national-socialiste.

When taking stock of the now vast literature on Euroscepticism, one cannot but notice the often deeply normative character of much of the academic research on this topic. This article argues that it is as a result of the pro-integration bias in mainstream EC/EU studies that Euroscepticism has been conceptualized as a 'phenomenon of the periphery' – be it the periphery of party systems, the periphery of domestic societies or the geographical periphery of the EU, epitomized by the UK and the Nordic countries. However, since the early 2000s, the spread of Euroscepticism at public opinion and party levels across the EU has contributed to changing academic understandings of Euroscepticism, from a quasi-pathology to a mainstream and enduring phenomenon in European domestic societies and democracies. Considering the risk of conceptual overstretch ensuing from this 'mainstreaming', the article puts forward some theoretical and methodological proposals for future research on Euroscepticism, by drawing lessons from comparable academic debates on the notion of populism, and by recasting debates on Euroscepticism in the light of the current financial and Eurozone crises.

Le scepticisme des citoyens européens à l'égard de la Banque centrale européenne, du Conseil, de la Commission et même du Parlement augmente. Les plans destinés au sauvetage des pays les plus fragiles de la zone euro sont perçus négativement et la confiance dans la monnaie unique tend à s'éroder. Au niveau même des partis politiques, le projet européen est peu remis en cause dans ses fondements, mais de plus en plus de critiques s'expriment concernant la gouvernance de l'Union européenne.
